The Unified Vision for Excellence

GCA Con (Grant Compliance Administration Conference) is the premier, all-in-one professional development event designed to break down silos and streamline the experience for all education staff. This year’s conference represents an evolution, consolidating the Parent & Family Engagement (PFE) conference with all other Federal Title Programs under the Grant Compliance Administration Department at the TEA. By offering a singular, high-impact destination, GCA Con respects district time and travel budgets.

This conference is designed to benefit a wide range of professionals navigating federal programs and fiscal requirements:
Program Staff: Federal programs personnel (Titles I–V), parental engagement coordinators, and liaisons.
Administrators: Superintendents, principals, and federal program directors.
Fiscal Officers: Staff responsible for grant compliance and financial oversight.
Educators: Teachers, paraprofessionals, counselors, and social workers.
Parents & Community Members: Family advocates and community organization stakeholders.

High-Impact Learning: Includes 75+ breakout sessions and intensive Micro Institutes for deep dives into each programmatic area for intensive, specialized knowledge.
Direct Updates: Attendees receive critical updates directly from Texas Education Agency (TEA) and Education Service Center (ESC) officials and National Leaders such as The Bruman Group, PLLC.
Professional Development: Earn approximately 17 clock hours of credit.
Extended Resources: Registration includes one year of access to the conference app and all digital session materials for ongoing district-wide training.

Each year, the Parent and Family Engagement Statewide Initiative accepts applications from districts and/or schools who are implementing practices that yield high parent and family engagement. These practices are rated on:


  • the goal of the practice,
  • evidence of increased student outcomes, and
  • if all stakeholders are involved in the data collection, planning collaboration, and the evaluation processes.

Once the application window closes, all entries are reviewed by a committee, rated using a rubric, and then the top rated are selected as recipients at the Annual Statewide Conference held each year. In addition to receiving the award, selected schools/districts are recognized on the PFE Statewide Initiative’s website, featured on our podcast Engaging TX Families, and invited to present their practice at the conference.
